Manager of Evaluations - FILLED
Staff Systems is currently recruiting for a Manager of Evaluations for a research project led by a respected Director in the health field located in Burnaby. The purpose of this position is to guide the evaluation of the project. This position will be responsible for needs assessments, assessments of effectiveness, formative evaluations, and outcome evaluations for the subprojects of the platform.
Reporting to the Executive Director responsibilities will include:
- Developing logic models
- Designing assessments of effectiveness, needs assessments, formative evaluations and outcomes evaluations
- Liaising with stakeholders in the NGO, government and academic sectors to identify potential common approaches to evaluation (a common evaluation framework)
- Acquiring, managing and analyzing data related to assigned projects
- Performing extensive documentation, quantitative analysis and reporting of projects
- Interpreting results of evaluations and presenting analysis in lay language
- Building a database of evaluation and planning resources and tools
- Promoting the project's mandate, strategies and programs in public and where opportunities arise
- Representing the project at international and national symposia and conferences that may include speaking engagements to promote the platform
Skills and Requirements:
- Significant working experience in monitoring and evaluation at the community level
- An appreciation of the role that context and social determinants of health play in the evaluation of a program or initiative
- Knowledge of qualitative and quantitative evaluation research methods
- Advanced level knowledge of MS Excel
- Skill in designing and implementing both impact and process level program evaluations
- Knowledge of applicable laws and regulations governing program evaluation
- Excellent communication, interpersonal and relationship-building skills
- Strong negotiation skills and an ability to effectively lead discussions
- Significant project management and strategic planning experience
Desirable Qualities:
- Post-graduate degree in relevant field
- Competence in database creation using MS Access and/or MS SQLServer
- Expertise in evaluation of social science projects with large databases
- An appreciation of the advantages and limitations of intervention research and natural experiments
- French/ English bilingual
